can't save as PNG, keeps switching to JPEG

Bug Description
1. Create a new image
2. Add content
3. Select File -> Save As...
4. Create a file name
5. Switch "Save as file type" to PNG
6. Click the Save button
7. Pinta opens the JPEG quality dialog
8. Click OK
9. Locate the file that was just saved
10. Right click and select "Properties"
11. Verify that the file type of the newly saved file is "JPG"
