Bug Description

On Ubintu: I pasted two images and managed to align them, could use pencil on one part of the image not the other, asked it to merge layers (what, its just an image), that made no difference.
Please go and look at microsoft paint, it works, it is probably the only microsoft product that works but it works, it is simple, quick, easy and works

Please remember that this project is run by volunteers in their spare time and is freely available, so a polite bug report will be much more successful

It sounds like you may have still had a selection active after pasting? That would mask out any drawing outside the selection. You can deselect with Edit / Deselect All

Dave can you also write what is your Pinta version from Help | About menu. If you installed Pinta from default Ubuntu repository, then you are most probably use Pinta 1.6 that is 6 years old.

It is not a fault of Pinta developers (where you opened a complaint) what version of software is packaged in each of Linux distribution. This is job of particular Ubuntu package maintainer.

But to overcome this problem I suggest to install Pinta from snap package or flatpak package. See: https://www.pinta-project.com/releases/
