Step 1) File-> open (choose an image)
Step 2) Alt + Shift + PrtSc and select the area that I want to copy
Step 3) File -> new image
Step 4) insert image

This sounds like it could be similar to bug 1786822 - you could try updating the mono version on your system as suggested in that bug report, or try the snap or flatpack package of Pinta.
