Blur effect value not applied when entered via keyboard

1. Open an Image
2. Go to Effects->Blurs->Unfocus
3. Enter a large blur effect value

The preview will not update and when clicking OK the image also gets rendered with the blur effect set in first place. When clicking the up and down buttons (+1 -1) the image gets rerendered.

I suspect the preview isn't updating until the changes are "committed" (e.g. changing focus to another widget in the dialog), but I haven't been able to reproduce the issue with the updated blur value being ignored after pressing Ok. I'm testing on macOS, though

The bug also occurs for gtk3 build.

I also noticed, that it sometimes work when pressing OK, and sometimes not. I also had a situation where the preview was still rendering and while that I pressed OK and the effect was only half applied.

I found no real logic on how to reproduce this, simply apply the effect, undo and do it again with a large/small number. I guess it is a race condition.

BTW: The bottom toolbar of the gtk3 window is cut off. Is this a known issue? (See screenshot)

I haven't seen the issue with the bottom toolbar being cut off - it might only appear with specific themes but probably is an issue with a hardcoded size somewhere.
