Move Layer Up does not work (regression)

Bug Description
I have downloaded Pinta 1.8 development for Ubuntu 20.04 from
https:/
1. New image.
2. In Layers dock click on Add New Layer button.
3. New layer is added. Click on bottom layer and from little triangle icon select Move Layer Up.
Problem appears. Nothing happens. I expect layer to be moved up (like in Pinta 1.7).
