[Feature Request] Move selection pixel perfect with keyboard arrow keys

I think this was possible some time before, or at least this is a very important feature. When moving an image around, pressing the arrow keys for pixel perfect moving of the image would be really helpful.

Yeah, the user guide will need some updates for the new features. It probably shouldn't be made live until the next release is actually out, so I've added a note to https://github.com/PintaProject/Pinta/wiki/Release-Checklist about this.
