Bug Description

Problem noted in Ubuntu 18:04, remained after upgrade to Ubuntu 18:10

On opening image file ('answers.webp') in pinta => error message:
"Could not find an installed WebP library."

Pinta version: 1.6 (from Pinta 'Help > About' screen)

newest version of webp is installed:
---
sudo apt-get install webp
Reading package lists... Done
Building dependency tree
Reading state information... Done
webp is already the newest version (0.6.1-2).
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

Pinta >> Add-in Manager >> Gallery >> File Formats => "WebP" is checkmarked (installed)

I can reproduce this problem on Ubuntu 18.04 using latest PPA 1.7+r1134-202008032046~ubuntu18.04.1

1. Install Pinta Daily PPA.
2. Open WebP file and error is produced as unknown file type (expected, because by default Pinta does not support WebP).
3. Menu Add-ins | Add-in Manager.
4. Gallery tab.
5. Unfold File Formats.
6. Click on WebP and on right site window press Install.
7. I have closed down Pinta and restarted (I am not sure if this is required).
8. Open WebP image and error is produced: "Could not find an installed WebP library."

I think this is obsolete now since `webp-pixbuf-loader` has replaced the need for having a webp addin
