Bug Description
Sequence:
Drew two lines x,y
lines were not centered, so moved entire content, using pointing tool, up and left.
right-clicked with bucket tool in empty space.
no change.

If I'm understanding correctly, this is because using the Move Selected Pixels tool selects the area that you just moved (tools / effects only operate within the selected area). You can use Edit - Deselect All if you want to fill outside the selection.
