Bug Description

Hello!

've got an error message on PNG-file without file-extension (see 12332 file in attach).

======================================================
System.FormatException: Unsupported file format
  at Pinta.Core.WorkspaceManager.OpenFile (System.String file, Gtk.Window parent) [0x00037] in <34bfa2d1da3f4c3ab1f6dd459f986246>:0
======================================================

But when I rename 12332 to 12332.png and open file in Pinta, everything works fine.

Pinta version: 1.6.
Distro: openSUSE Leap 42.2
DE: XFCE 4.12

UPD: 've reproduced the same trouble on JPEG (image/jpeg) file. So, report-title is changed.

BTW, it's funny a little bit, because everyone knows, that file-extension doesn't matter in *nix systems, instead of Windows. But Pinta brings surprise here. :)
