I also tried installing full mono for Windows to see if that was the issue. No luck.

Can you try installing latest Pinta 1.7 development from: https://pinta-project.com/pintaproject/pinta/builds

Currently in my humble opinion 1.7 development version is even more table then official 1.6 stable version. More bugs are fixed. I use Pinta 1.7-development every day.

I tried installing this development version on Windows 10 and it works fine for me.
