Bug Description
After a clean install on a Windows 7 system that has never had Pinta installed, there are missing icons. Namely: new, open, save, cut, copy, paste, undo, redo, zoom out, zoom in.
Missing means that the icons were not visible. The underlying buttons still responded as they should.

Which version of GTK# and Pinta was installed? This sounds like an issue with the GTK installation.
