Outline width should be dependent on Text Style

Bug Description

Pinta dev 1.6.0.110 on Ubuntu 14.04

1. Text object. Select 40 as font size and click on canvas and type some text.
2. Change setting of Outline width to e.g 1. Nothing happens.
3. Change Text Style to Outline. Type some text and change Outline width.

It is clear from above tests that "Outline width" settings is dependent on Text Style.

So there is little bit inconsistency with Line/Curve Arrow settings that are only displayed if Arrow check box is selected.

Most probably this is an very old issue, that haven't spotted before. Not a big problem so we can probably set milestone to 1.7.

Tested in 1.6 and "Outline width" option appears at all of the "Text Styles" options, but now after this fix in 1.7.0.194 "Outline width" only appears at "Normal and Outline" and at "Outline" "Text Styles". Problem properly fixed. Thanks a lot.
