Two images and lost ability to resize Rectangle Select selection

Bug Description

Pinta dev 1.6.0.104 on Windows 7.

1. Open two new images (you can create two new blank images).
2. Rectangle Select and mark some area on canvas.
3. From Images pad click on second image.
4. From Images pad click on first image and problem appears. Selection has lost the resize feature (blue little rectangles on edges).

Similar problem:

1. New image.
2. Rectangle Select and mark some area on canvas.
3. In Layers pad click on Add New Layer. Problem appears. Rectangle Selection lost ability to resize.

This problem looks like similar to bug 1425222. But I suggest NOT mark them as duplicate, because after fix we must test all of this different scenarios to see if there is a proper fix.

Switching images forces the active tools to commit any in-progress edits. This is the same problem that affects #1424629, so I think it needs to wait for 1.7.

Tested in 1.7.0.202 on Ubuntu 14.04 and both scenarios "official report" and #2 problems are fixed now. Thanks a lot.
