Bug Description
Pinta master on Windows XP:
1. New image and problem appears. Some options from toolbar and menu options are enabled by default despite they have zero effect like:
Tools from toolbar:
- Cut,
- Copy,
- Crop to Selection,
- Deselect All
Menu options:
- Cut,
- Copy,
- Copy Merged,
- Deselect Selection,
- Invert Selection.
2. If you do e.g. print screen and select Edit | Paste into New Image several options from tools and menu disappear (this is OK, because they have no meaning).

Note that Cut, Copy, and Copy Merged do have an effect even without an active selection. They Cut or Copy the entire image.

Jonathan, what do you want to say that:
A. This is bug Cut, Copy ... should not be displayed.
or
B. This works as designed.

Not really a high priority, since it doesn't seem like any crashes can be caused by this.
