Image previews in Layers and Images should not get zoomed for small images

Bug Description
Pinta latest development on Ubuntu 12.04:
1. Open image 16 x 16 px (there are such icons in Pinta repository e.g. Pinta.Resources
2. Observe Layers and Images pad.
Two problems appear:
1. Images should not get zoomed out if the size of image is smaller then pads preview. Similar bug to bug 892970.
2. There should be the same image preview in both pads (now there looks like there are two images).
