Pan/Hand cursor still appears after choosing Deselect All

Bug Description
Very minor bug:
1. Open up Pinta.
2. Choose the Rectangle Select tool.
3. Select a region.
4. Choose the "Edit -> Deselect All" menu item.
5. Move the mouse to where the top-left corner of the selected region had been. Move the mouse around that area.
Problem: The cursor changes from the pointer cursor to the hand/pan cursor.
I noticed this problem in Windows 7 using a build from a previous commit and also in Ubuntu 12.10 using a build from the latest commit.
