Images pasted on to smaller canvas size lose data

Bug Description
1. Start will a canvas size of 100x100
2. Open an image of 200x200
3. Select all of the 200x200 image and copy it to the clipboard
4. Paste the 200x200 image on the 100x100 canvas you get a message that the canvas size is larger select "Don't Change Canvas Size"
5. Move the image so the desired data is shown in the 100x100 canvas notice how the information outside 100x100 is lost.
When copying image data into a smaller canvas I expect to see all the image data so I can fit the desired content into the new Canvas.
What I get is a transparencies where the rest of the image would be.

Have also confirmed in Linux Mint 13. It looks like this issue affects all platforms. Have code ready which fixes the issue for a straight "Edit -> Paste" menu item selection, but additional work required to properly handle "Edit -> Paste into New Layer" menu item selection.
