Plugins cannot be loaded/installed through a HTTP proxy

Bug Description

Although the system-wide variable http_proxy (Debian/Linux) is set PIDA is trying to do a direct connection to get the list of plugins. I am forced through a company proxy and cannot install any plugins.

For an example of how to do this. Should be in the standard library IMO.
