Reproduce Steps:
1.Open system settings.
2.Tap 'Language & Text'.
3.Tap 'Display language'.
4.'Choose Chinese"中文(中国)" from the list.

Expect Result:
Texts should be changed in Chinese.

Actual Result:
 Photos scope aren't changed in Chinese.

You can see the photos scope translation status by language here:

And yes, there are no Chinese translations yet.

Note that the child scope's (facebook, etc.) provide their own translations. Of these, only facebook is currently translated publicly.

I will create a task for Ubuntu translators for this.
