bootstrap doesn't work with ubuntu-path and device-path

Bug Description
When specifying --bootstrap to really ensure we are starting fresh, I'd like to also sometimes specify a new --ubuntu-path or --device-path. It seems these options are mutually exclusive at the moment though.
It seems like the behavior should probably be to pull in the unspecified images and recovery from pending if --pending is specified, otherwise pull from current.
