Bug Description

It seems we lack documentation about Galera arbitrator.
Basic idea, similarities and differences between garbd and normal nodes, also installation and configuration for Percona-XtraDB-Cluster-garbd-2/3 packages with focus on /etc/sysconfig/garb.
