Afther this all cluster members are restarting, and getting back in sync, but for a short period of time (10-30 minutes)

Looks like this is fixed in testing RPM of the Percona-XtraDB-Cluster, which containt 23.5 patches from codership.

Just rpm -Uvh http://www.percona.com/redir/downloads/Percona-XtraDB-Cluster/scripts/intercont.tar.gz

and upgrade all Percona-XtraDB-Cluster packages.

The latest percona doesn't have this issue. So the bug should be closed.
