Bug Description

This is a feature request, it would be nice is there is a metric - not necessarily too granular to tell how the performance of certification. I was thinking:

wsrep_cert_time_max - Max certification time of a writeset since last status query
wsrep_cert_time_avg - Average certification time of a writeset since last status query

Perhaps we can also extend slow logging to include certification time.
