Bug Description

This is a copy of https://mariadb.atlassian.net/browse/MDEV-6171

The error message text returned to the client in the non-primary mode is meant to be more descriptive ("WSREP has not yet prepared node for application use"), but the incorrect usage of my_error() leads to "Unknown command" being returned.
