Bug Description

This is a copy of https://github.com/codership/mysql-wsrep/issues/36:

"Allowing queries to I_S tables even when wsrep_ready is OFF (like SHOW & SET commands)
will open up a great deal of possibility for monitoring Galera cluster."

See also https://bugs.launchpad.net/percona-xtradb-cluster/+bug/1407770 which is a followup request.
