Bug Description

wsrep_slave_threads can only be increased but not decreased, ie. while the variable can be set lower/higher, the number of slave threads don't decrease. wsrep_close_applier_threads(int count) can probably used for this.

Decreasing the threads works fine, it is just that the threads are not killed immediately but exit after current apply_trx is complete. This can be documented.
