Bug Description
During installation of percona-
debian tries to start it, but as the config is not set, it fails
to start leaving installation in iF state (which is fine since
you can set config and then start it).
It would be better to add some postinst which checks config and
skips starting it.

The config file in the init script is set to /etc/default/garb although the package sets up the following config file:
/etc/default/
