Bug Description

At the moment a sloppy developer can bring the whole cluster down by creating a table without primary key and then running a delete query against that table due to it doing a full table scan.

I want to suggest the implementation of a config option that allows you to deny delete queries agains a table without a primary key, this will allow me as a sysadmin to prevent anyone from bringing the whole cluster down.

How is this different from firing such a query that takes time even for normal server.
