innobackupex --include should mandatory include mysql db

When we perform a partial backup using innobackupex with --include="REGEXP" option, innobackupex backups MyISAM and InnoDB tables according to regular expression passed in the option.

If we do not specify explicitely in regexp mysql db makes backup unusable for restore to clean mysql datadir.

My Suggestion is that mysql db should be backuped anyway regardless was it specified in regexp or not.

what about situation where don't want auth etc but do want just content of user tables?

We should also backup 'performance_schema'. Once this is fixed, a number of test cases related to partial backups can be simplified (e.g. grep for 'performance_schema').
