innobackupex cannot create xtrabackup_binary file when --remote-host option is specified

Bug Description
While running innobackupex like this:
innobackupex --remote-
It dies with message:
Cannot open file /tmp/xtrabckp-
innobackupex tries to create that file locally not using ssh.
It affects only 1.6 version. 2.0 series work just fine.

Check the 1.9.0 release notes I just proposed for merge, it has the bug number where this was fixed. perhaps we should also backport fix to 1.6.x
