xtrabackup_binary is not included in tar archive when streaming

Bug Description

When streaming a backup to a file:
innobackupex-1.5.1 --stream=tar4ibd . | gzip - > sakila.tar.gz
xtrabackup_binary is not included to the archive.
it is written to the backup directory, "." in this example.

This seems to work ok in 1.5 version for me.

Makes the --remote-host option unusable, targeting to 1.6.6 and raising priority.
