binary should be built with debug symbols

All our binary packages should be built with debug symbols.
That means mysqld should be built with CFLAGS="... -g ..." CXXFLAGS="... -g ...."
and the same for xtrabackup binary for itself.

I asked to have it in 1.3.0 and you told me we have it.

Why it is going only to 1.3.1 ?
