ib_incremental_* tests are too slow

Bug Description
The ib_incremental_* tests are inefficient and fail frequently on slow Jenkins slaves. The tests apply changes to the database by loading thousands of rows by calling the myql cli with an insert for each row.
So what I see on some slaves is that out of 15 minutes (which is a default test case timeout), 11-12 minutes are spent loading rows. This should be optimized.
