non-InnoDB files are not encrypted

Bug Description

innobackupex does not encrypt non-InnoDB files when doing local (i.e. non-streaming) backups.

I see

""xbcrypt:xb_crypt_read_chunk: failed to read 65536 bytes for chunk payload at offset 0x1ec."" while stream decryption. I guess it may be because of this.
