pt-archiver --where does not work

my command is as blow:
pt-archiver --source A=utf8,h=127.0.0.1,P=3306,D=db_name,t=table_name --dest A=utf8,h=10.30.151.225,P=3307,D=db_name,t=table_name --where "id <=73748386" --user=ptcheck --password=check123 --check-slave-lag "h=10.45.236.77,P=3306" --max-lag=200 --check-interval=60 --statistics --progress 1000 --limit 1000 --txn-size 1000 --purge

column "id"is primary key,the command archived data of "where id>73748386",it confused me,thanks for any help!
