Bug Description
Currently, changed page tracking either is started or not started at the server startup and stays so for the duration of server run (with the exception of some errors being handled by stopping it).
Originally it was not made dynamic, as bitmap files with holes in the required LSN range are unusable for fast incremental backups, and are not that easy to diagnose. But in some use cases this is still a desirable feature. The setting is already dynamic in debug builds for some test scenarios.
