tokudb.rpl suite does not define combinations, disabling many tests

Where as it should result in

tokudb.rpl.rpl_tokudb_mixed_dml 'mix' [ pass ] 1000
tokudb.rpl.rpl_tokudb_mixed_dml 'row' [ skipped ] Doesn't support --binlog-format='row'
tokudb.rpl.rpl_tokudb_mixed_dml 'stmt' [ skipped ] Doesn't support --binlog-format='statement'
--------------------------------------------------------------------------

That's because tokudb.rpl suite does not define combinations, which would cause every test to run in all three binlog formats, similar to how rpl suite does it.
