Some issues with percona_xtradb_bug317074 test

percona_xtradb_bug317074 test has a few minor issues:

1) should belong to innodb or innodb_plugin suite (see bug 1160890);

2) s/have_innodb/have_innodb_plugin for 5.1;

3) a no-op attempt to write to innodb_file_format_check;

4) query and result logging disabled for too big a part of the testcase;

5) no need for IF EXISTS clause in CREATE TABLE;

6) there should be DROP PROCEDURE IF EXISTS insert_many statement next to the similar DROP TABLE IF EXISTS.
