Extended slow log InnoDB stats needlessly disabled on Windows

Bug Description

The InnoDB slow log stats are gathered only in os_file_pread(), which is not used on Windows. There is no reason not to do it one level up above in os_file_read_func() and os_file_read_no_error_handling_func() instead, at the points of general InnoDB stat collection (os_n_file_read etc. bumping)
