build-binary.sh fails to build 5.5 debug HandlerSocket

Bug Description
For 5.5, build-binary.sh always builds HandlerSocket in release config. If server itself is built in debug config, that results in data structure offset mismatches etc., breaking the plugin.
It should be fixable by a 5.6 HandlerSocket CMake integration support backport (it would have other benefits: no need for a separate build command, and makes it possible to add HS MTR tests if needed).
