Inaccurate description of extra_max_connections in the manual

Bug Description

PS manual describes extra_max_connections as follows:

"This variable can be used to specify maximum allowed number of connections on the extra port."

I think the intention behind that variable was to mimic max_connections, i.e. allow extra_max_connections + 1 extra SUPER user connection on the extra_port. That's how it is documented in MariaDB KB, but that doesn't work as advertised, see bug #1201377.
