Bug Description

Since this variable controls session sampling for slow query log it does not make sense to keep session scope for this variable.

Removing the branch links as they do not seem to have anything to do with this bug. They are related to bug 803072 instead.

It makes sense to keep log_slow_rate_limit as a session variable, since it controls per-session query rate limiting too.
