Function gettimeofday is not defined on Windows

Bug Description
Function gettimeofday , which used in userstat, is not defined when we compile on Windows.
We should
1) define cmake options -DWITH_USERSTAT=OFF to disable userstat
2) find workarond for gettimeofday, and use function which works on Windows

there is compatibility function in mysys for this. we should use it instead
