Bug Description
Make it possible to disable index usage by optimizer. This is to be used to validate if index can be dropped or not.
In many cases it is hard to ensure index is not used and if it is dropped wrongly adding the index may be very expensive.
This is especially issue with XtraDB/Innodb plugin which can drop index instantly so it can be done with no downtime, adding indexes though require a lot
