Bug Description

1. Audit log API passing strings like database/host/etc using `character_set_system' charset.
2. The query is passed using client charset.
3. XML header of audit log states that file using UTF-8

We should make encoding consistent!

One way to achieve this is to:

1. change XML headers to show system charset name
2. Transcode query to system charset

character_set_system is always utf8, so this part of the bug is probably benign.
