time_ms for idle threads in processlist poorly defined

Bug Description
TIME_MS column in SHOW PROCESSLIST is documented as "The time in milliseconds that the thread has been in its current state.". But for threads in Sleep state this is not true, and the return value happens to be time from the start of execution of the last statement, i.e. the statement execution time + idle time since its completion. It should be fixed to match the docs instead.
