SET SESSION statement combined with SET STATEMENT has no effect

Bug Description
following should set binlog_format to row, but it left as mixed.
set session binlog_
SET STATEMENT sort_buffer_
SELECT @@binlog_format;
but the result is:
SELECT @@binlog_format;
@@binlog_format
MIXED
