SET SESSION statement combined with SET STATEMENT has no effect

Bug Description

following should set binlog_format to row, but it left as mixed.

set session binlog_format=mixed;
SET STATEMENT sort_buffer_size=150000 FOR set session binlog_format=row;
SELECT @@binlog_format;

but the result is:

SELECT @@binlog_format;
@@binlog_format
MIXED
