Make mysqld emit an event on startup

Bug Description

Could you insert a line something like '/sbin/initctl emit mysqld_running' into the next release of the init script (once mysqld is actually started)?

It would make so much easier to integrate with applications handled by upstart

This would be once it's started and accepting connections, correct?

So... this would likely have to happen from mysqld itself as we could be
(say) doing crash recovery for a decent amount of time.
