Split into two packages in the repository

We need to split the plugins into two packages in the repository.

1. Nagios plugins. Should install only the nagios/bin directory from the source in Launchpad. These should simply be copied to %{_libdir}/nagios/plugins/ or the equivalent. There should be no dependencies for this package. It should not depend on Nagios, for example, because the plugins can be used also with many other kinds of monitoring systems.

2. Cacti scripts. Should depend on Cacti >= 0.8.6. Should contain several things from the source in Launchpad:
a. cacti/scripts/ directory should be copied to the Cacti scripts directory. This is /usr/share/cacti/site/scripts by default in Debian, for example.
b. cacti/bin directory should be copied somewhere like /usr/local/bin.
c. cacti/templates directory should be copied somewhere like /usr/share/cacti/resource/templates
d. cacti/definitions directory should be copied somewhere like /usr/share/cacti/resource/template-definitions
